ea89aff3db Handle node-load errors properly 
Fixes #403
Certain load errors were causing start-up to fail. In particular,
an npm module with a missing .js file.

- nodes modules can be installed/removed dynamically at runtime
- nodes can be enabled/disabled
- onpaletteadd/onpaletteremove api added to node definitions
- initial implementation of nr-cli
